You'll find the cat where it's indicated in other comments, mostly around the cages on that one hill. Win the instance and then get yourself to plain old regular non-instanced Darkshore. I spent almost the entire instance trying to find my way there, believing that the cat would be available inside the instance. There are invisible walls that stop you from getting to the spawn points for this cat while in the instance. You have one week to do this once enough materials are gathered.
Once the battle is available, join it and win. There will be repeatable quest givers near your encounter table. You may need to assist in the material gathering effort.
Each faction needs to gather materials that will eventually open up the ability to join an instance group to take Darkshore. Darkshore is one of two zones that the Horde and Alliance are fighting over.
